The free item is the red propellor hat (Not a new item) which you can get by going to the docks and throwing paint at the board, it then appears,
There is also a members room - 'A silly place' which you can get to by the Snow Forts if you are a member. In 'A silly place' is a free gold jesters hat.
Be quick though because this party will finish of the 4th April.
